The simplest most effective strategy on the Russian front is where the Germans surround single units or small pockets of 1-4 Russian units, with special focus on their motorized and armored units which are the most expensive to produce (and lose!). This takes a fair amount of gumption but reaching for cities beyond the reaches of supply is foolish. You will gain the most territory by destroying units methodically.
Another key is building German cavalry corps early on because they can move through zones of control, like junior panzer divisions, which complete the kesselschlact surrounding of Russian units.
Also one can move infantry units one hex at a time (through gaps) to surround Russian units with the key being **occupying all six hexes around each unit or ALL the hexes around a small group of units, without a gap.** This way units are destroyed when they cannot retreat.

What I am getting out of this playtest is the Soviets are boned.

This is not a balanced scenario at all. I wouldn't play it. The German begins seriously overpowered here, particularly in trucks which practically negates their one weak point early on, logistics. 250 trucks? Please. Yes, the oil is low, but even so. So long as you can burn trucks to keep up readiness, the Germans don't need to spend much oil they can create combats at high odds and eliminate Soviet units well beyond their replacement capacity.

There is absolutely no need to reduce the movement abilities of rifle corps. These units tend to die anyways.

I would advise the Soviet player to resign here. They are just going to get overrun in 42.

I haven't used a lot of trucks. But it's true that I never had the feeling of having a logistics problem.
The scenario pace is good until Septembre 9th.

Then, something needs to happen to slow down the German logistics. There is plenty of everything (oil, trucks, replacements).
Perhaps by acting on railways repair rate?
