In the scenario editor, when editing Sides, I disable Collective Responsibility for a side and save. When reloading the scenario, Collective Responsibility ist ticked again.

Here is a save from Op Brass Drum. I have always had collective responsibility off for Civilian and Nature. But after every save and reload in the editor, its back on.

I would assume this is going to have a negative impact on a lot of scenarios.

I will confirm this, it must be a bug and is easy to test and replicate. Tested five saved games where collective responsibility was unchecked at the beginning of the scenario and checked in every saved game.

It does and explains some of the comments from Players regarding odd behavior by neutrals and civilians noted in some scenarios.
