German version and modding

There is a German version of this game but the standard installer is English only,as far as I can see. Is there a way to change the versions? There is an Africa Corps mod for the German version (3 not so hard missions) that could be made for Germany at War, as a separate mini campaign. What tool was used for creating this mod?
