Do destroyed units reappear in the map at any point of time, or is it manually possible through some cost? Scoured through the manual yet found no details about that other than Chinese units reappearing in Chunqking in 1/3 strength.

Yes.

Click in the "i." for Information button, top left-ish of your screen. Many valuable info items here.
- To reconstitute air units, select, "list aircraft losses", you'll see a list of casualty AC, select "destroyed air units", button at the bottom to access a screen that will let you sift through and pick a squadron to reconstitute. Hover over the squadron name for instructions.

Back to the home screen for Information...
- Select "ground units destroyed", same function but for ground units.

NOTE: check units out first for withdrawal dates. You don't want to spend precious political points to reconstitute a unit schedule for withdrawal! Also units reconstitute with only minimal capabilities/assets and you will need to fill out with replacement airframes and new sub-units. So don't bother to reconstitute until you can support their "re-build"!

You can buy them back with Political Points (PP's) from the destroyed LCU's screen under the intell screen....GP

You won't find reference to it in the manual because it was a post release new feature added to AE. As originally released, there was no option to buy back land combat units. Post release there were also changes to to the returning Chinese units. Read the patch notes for details.

It will take from 30 to 180 days for the units to return, if I remember correctly.
