On my first turn as axis I moved an italian battleship and sub to the two hexes east of Gibraltar. I received the DE at the end of the turn and said yes, but the two units have stayed in their hexes for 3 turns. Is this a bug or is there a chance mechanic to passing through the strait?

I've had the same issue when trying to move an Italian troop transport through the straits of Gibraltar prior to Italy entering the war. It asks if you want to sail west through the strait, I answer yes. The next turn it's still languishing on the same hexagon.

No Italians admitted. Time to call Vinnie and Guido and the boys.

This is a known issue and will be fixed for the next update. Sorry for the trouble in the meantime.
