It's only for multiple DoW possibilities. Here is the rule:

If both major powers declare war on the same major power in the same impulse you only roll once, otherwise roll for each declaration of war. The second roll only costs half if the other major power is already at war with that major power (e.g. if Italy and France are already at war, the Commonwealth could declare war on Italy for only -9, not -18).
