I think I reported it a while ago, shortly after CMO release, but cannot find my original report anymore... The problem is still present in current version (1.01, build 1143.1). The Group Operations > Group Selected Units ('G') option is always greyed out in the right-click conext menu - it is NOT greyed out in the topbar 'Unit Orders > Group Operations' drop-down menu (see the screenshot); I'd expect both menus to be in sync. Even if greyed out, units can be grouped by pressing'G' key. To reproduce: have 2 units that do not belong to a group currently, select them both, then right-click over one of them and check 'Group Operations' menu. PEBCAK. WAD I suspect. When you right click on a unit you DE-SELECT the others and since you cannot group a single unit, the Group option is greyed-out. Shift+Right Click opens the dialog menu and the Group option is available because all selected units remain selected. Of course just selecting the desired units and pressing the "G" key serves to group everything selected without the drop down menu being required but then one cannot post a bug report for an issue that doesn't really exist. -C PEBCAK = Problem Encountered Between Chair and Keyboard = a user issue rather than a game bug WAD = Working as designed. Shift + Left Click or Shift + Right Click allows multiple units to be selected. This has been true since the game's introduction.

Grouping off the context menu does work. But as mentioned above, you need to hold down the Shift key so it knows you have multiple units selected. Otherwise, the menu will only be looking the highlighted unit.
