Does the recapture of key cities (NM cities) lead to an increase in NM? My NM seems to only go in one direction... downwards (for Russia especially).

No, recapturing your own cities previously lost to the enemy does not boost NM. I think it ought to boost it a bit but that's another thing.

The only way of boosting morale is to capture enemy cities, force enemy countries to capitulate, sink enemy ships, destroy enemy armies, and a few other event-driven morale boosts (e.g., certain decisions like the - frankly over-powered - "looking after refugees" one for Austria-Hungary, I think - but have not checked - that reopening the Dardanelles also boosts Russian morale).

Some of your lost cities will return part of their original NM loss, those will be labeled as NM objective on the map.

Like if you lose Paris as france, if you retake it, you will get a nice boost (first time only.)

The NM generally goes downward during the war, you need to win clearly, to gain more from captured enemy cities, surrenders and naval victories, that what you lose by combat and lost cities. Also you lose nm every turn, if some of your cities and such occupied, so taking back a city prevent this loss, that could lead into a morale defeat after the fronts freeze.

I've never lost Paris, so I didn't know this. Recapturing Verdun, Nancy, Toul etc. don't give a boost

IIRC Paris is the only city, when re-captured, will boost French national morale.

There is also an interesting example of Mülhausen: When captured, German morale will not lost, but French will receive a small boost. (Don't know if it is working-as-intended, because German morale will suffer if Strasbourg and Metz being captured.)

Capturing Constantinople will increase Russian morale by 3000 points, as well as new income going through the Dardanelles. For Russians, the best way to maintain the morale is to go all defensive around Warsaw, try to gain ground in Caucasus, and make sure Romania join the Entente - besiege Constantinople is a hard task.

In general, all national morales are slowly going downwards, as in reality WWI was more about attrition than gaining/losing ground. Maintaining Russian morale and boosting French morale is a priority for Entente players, as A-H and Ottoman morale for Central Power players. Capture enemy cities can be hard; I would say the most effective way of increasing morale is sinking enemy's major battleships.

The "looking after refugees" event gives 2000 points morale to A-H, which thinking about it is really OP if defeating Serbia only gives 1,500 with the latest patch.

Yes, it basically offsets the effects of A-H losing Galicia. Losing Oilfields, Lemberg, Stanislaw, and even Przemyśl to Russians in a row will only cost A-H 2100-2300 NM points, and the event will raise NM back 2000 points.

Just to summarise the effect on Austro-Hungarian National Morale of Russian advances:

- If Russia invades Galicia then Austria-Hungary loses 2,000 NM points.
- If Russia maintains a presence in Galicia than Austria-Hungary loses 50 NM points per turn.
- The fall of Lemberg or Przemyśl reduces their NM by 1,000 points apiece. These penalties could be higher and I will make a note to increase these.

So caring for refugees - and there were huge numbers of them - can at best recoup the first one. Only driving the Russians away from Galicia will end the second one.
