Sorry to hear about the trouble, and very odd that this has happened.

The only thing I can think of for likely a sure fire way to fix it is to uninstall and then reinstall to see if that helps.

Unfortunately reinstall didn't help. Launcher is ok, but when trying to start the game or editor, an error from the screen above shows up.

If I can ask, do you have the Matrix version of the game also installed? Or just the Steam version?

If you navigate to the Steam installation folder for the game:

C:\Program Files (x86)\Steam\steamapps\common\Strategic Command WWII World at War

Could you tell me if the following file is located in this folder?

serialreg.txt

Could you also try running the game as an Administrator to see if that helps?

Checking to see if your Anti-Virus settings is possibly interfering with the game as well might help if all else fails.

Some antivirus programs are known to block programs from running. Please consult the help website of your chosen antivirus for information on how to add a program to your exceptions list.

My Steam Library is on a different drive, but path form 'Steam' onwards is the same.
And this file is missing indeed! [&:]

P.s. For the sake of completeness, I ran both game and steam as admin, whitelisted SC3Waw.Exe too, to no effect.

tried to sed you a emil/ i have the same problem. W@W upgrade 1.06 will not load. It has been loaded defalut. War in Europe is still working but it will not run W@W

I had to reinstall Steam in a very clean way (In fact, I wiped whole operating system beforehand). If you don't want to do this, uninstall steam, erase all catalogs left after uninstall, clean registry. Changing to new install directory may help too. After reinstalling steam and then SC:WaW, problem was gone. Some guy on discord suggested it could be a problem with Steam overlay, but I have no way to verify this.
Backup your current instalation catalogue somewhere, if you play PBEM game sometimes asks for some *.dat files.
Hope it helps, I wasn't able to identify problem entirely.
