Planes don't fly from bases with 0 movement points

All other things being equal (fuel,airmiles etc.), planes will fly from an airbase with 1 MP left, but won't fly from a base with 0 movement points. Is this intentional? [&:] It seems kind of weird if everything else is fully working.
