It can be done via script whereby a Major is set to surrender to itself, and it can be triggered by certain conditions if desired, e.g. tied in to a dummy Decision event.

#ARMISTICE= 2 doesn't work for major . script error

it's look like not possible to oblige a major to surrender or to reduce it's moral

Only 0 or 1 will work for a Major.
