The TO&Es in the slot range 2000 - 2999 are templates for the TO&s of the active units which start with slot 3000. Normally the delay of 9999 ensures that the respective slot will never be available as an active unit on the map. In the 2k range, a slot with a delay of 9999 can still be used as template for the TO&E of active units. However, for the 2k slot range it seems to be unnecessary to enter a delay 9999 to prevent activation on the map because in that slot range even units with a delay of 0 or a delay date do not show up on the map - probably hardcoded. It looks like the 9999 in that slot range has been entered just "out of habit" or "just to make sure". Now, some slots in the 2k range do have delay dates to indicate the date the respective TO&E can update. It works somewhat counter-intuitive - the delay date is not set in the slot of the new TO&E but in the slot of the old TO&E. For example slot 2518 "Ohau Harbor Defense" has a delay date set to 430601 and a TO&E upgrade to slot 2519 - which is called "Oahu 43 HarDef". Slot 2519 has a delay date of 440601 and upgrades to slot 2520 "Oahu 44 HarDef" (which has a delay date of 0). So the active unit 5550 which starts on map with the TO&E 2518 can upgrade to TO&E 2519 on 430601 and to TO&E 2520 on 440601.
