Personally, I'd rather have more cities, even if they're smaller. I'm not entirely sure that's optimum, but it seems to make sense from a role-playing perspective, too. Of course, you want a city nearby if there are metal deposits or other resources. But I like to have cities spaced reasonably well throughout my empire, anyway. I'm sure it's possible to build too many. But I don't know how many that is.
