I was attempting to unload some troops from a sub transport and got the message:

"Cannot unload troops here and now".

I cannot see from the manual why that would occur.

Anyone?

I have only seen this message if your destination is reached and it is not a base hex or a hex with a dot that can become a base.

Not the case here...it was an enemy port I was trying to unload them into.

Er....underwater reefs.
Um....all the tin cans the US Navy lads threw overboard last time in port?
Maybe it was the sight of 45,000 US Marines camped by the shore that put them off? :D

I don't know about a sub transport unloading but with regular transports getting this message ususally coincides with enemy surface units pulling into the area.
