Hello,

I'm playing a PBEM with a friend and we encountered an issue with the emergency food mechanism.
His empire contains 6 cities and in two of those (Derny Sea and Mono Ocean) there is not enough private food to feed the population.

If I understand correctly for 100 population you need 1 food.
So if we combine the population of those 2 cities they need 719 (85 + 634) units of food.
The SHQ contains 855 units of food so it should be enough.

According to the manual :

Emergency Food will be supplied from SHQ inventory and without cost to your logistical network. No logistical cost because civilian vehicles and transport is presumed.


But both cities display this message in the zone report :

No emergency food has been supplied to population due to depleted stocks.

I think the others use up also the food as worker need to eat too.

The formula for everything else is 1 Food/100 people.

And the times my Private Agri domes upgraded or additional ones were added seem to match that.

So I fear you are off by a factor of 10.

Right that's just a typo in the post, I'll edit it.
You can see right below the typo that the food consumption is indeed 1 per 100 pop. 85 for Derny Sea and its 8 500 people, and 634 for Mono Ocean's 63 400.

And the Units will need Food as well, as well as the Recruits+Colonists in the SHQ. If any Food is left all that it will be available for Emergency Food.

Do please mouse over the Food Resource of your SHQ in the left pane, it will give a detailed breakdown of usage.

The thing is the SHQ still has a stock of 855 food, more than enough to cover the two cities' needed 719 food (from REP., workers have been fed properly).

Both zone are set to distribute emergency food.

As for the detailed breakdown:
Delivered from zones : 952
Sent to zones : 371
Sent to units : 464
Consumed in SHQ : 18
Consumed by colonists & recruits : 65
Lost due to max storage reached : 0

This makes for a total of 952 sent from zones and 918 consumed or sent.
The food stock is 855.

In both zones' Items tab in the bottom bar:
Mono Ocean still also has a stock of 130 food that wasn't used as emergency food. Worse, Derny Sea has a stock of 216 that wasn't used either even though it could have covered the whole city's needs! And according to REP., "No emergency food has been supplied to population to due depleted stock".

Next, according to the autosave made the end of turn 67 (the save in the original post is from the beginning of the turn), my friend traded in more food and the SHQ stock reached 1205.

In Mono Ocean, 338 emergency food has been supplied to population, population bought 102 with traders.
This is not enough to feed the 59600 inhabitants, as they need 596 food and received only 440.

In Derny Sea, 0 emergency food has been supplied due to depleted stock (according to the items tab, it still has 216 in stock), they bought 44 food from traders.
This is not enough to feed the 7000 inhabitants, as they need 70.

The SHQ food stock breakdown is as follows:
Delivered from zones : 1286
Sent to zones : 166
Sent to units : 701
Consumed in SHQ : 45
Consumed by colonists & recruits : 42
Lost due to max storage reached : 0

Which means the SHQ received 1286 food, and sent or consumed 954.
The food stock is 3152, as my friend bought even more food from traders.

Loading the autosave from turn 69.

In Mono Ocean, "705 emergency food (less than needed due to depleted stock) has been supplied."
Which should be more than enough to cover the 59600 population. Workers once again received their 155 food without problems. The zone still has 310 food in stock.

In Derny Sea, "74 emergency food (less than needed due to depleted stocks) has been supplied."
Which should also be enough for its 7100 people, and again according to the Items tab, Derny Sea has 220 food in stock! The workers also received their 110 food normally.

The SHQ food stock breakdown is as follows:
Delivered from zones : 1627
Sent to zones : 20
Sent to units : 628
Consumed in SHQ : 61
Consumed by colonists & recruits : 43
Lost due to max storage reached : 0

Which means the SHQ received 1627 food, and sent or consumed 752.
The food stock is 3232.

There is definitely something wrong with emergency food, as the stock at the end of turn 68 (3152, in the middle of this post) is enough to feed the entire population of those two cities for three rounds, and yet in turn 69, they're still not receiving enough!

Emergency food also seems not to be counted in "Sent to zones" despite the manual saying the SHQ sends emergency food to zones, as in the last breakdown the SHQ tooltip reports sending 20, even though in total both zones received 779.

Ok gave this a thorough checkup and i think i know what is suboptimal.

The SHQ food => Population (emergency food) is being done after SHQ sends Food to Units/Zones, but before Zones send excess Food back to SHQ.

Aiming to improve this in future patch.

For the moment get more Food reserves in your SHQ.

The Food kept in reserve is the reserve for the Workers.
