I understand random is replayable strong but damn I can not get anything like what I want. Perhaps add a check box for sliders rather then complete random?

If you want something specific, do not use random - use something specific.
There are a few planet classes to choose from.

it takes upwards of 3 hours of rerolling (click button, tab out of the game for half a minute as it chugs along, tab back in) to get anything more specific than a mostly lifeless wasteland without natural resources or population, getting longer the more you go for something specific (like large pre-apocalypse pops)

If you select Siwa, class, you only get values that are usefull for Life. Problem solved in 1 mouse movement.

Siwa only guarantees that there might be some form of life, maybe. It does take a lot of rerolling or luck if you want specific parameters like a lot of ruins on a breathable world.

For example: Some players are getting megacity planets with 5B+ initial population. As it stands, if you wanted to play a world like this you would either need to ask for a save file (and use the first person's game settings) or spend potentially hours rerolling trying to get perfect parameters. I've personally spent a few hours over multiple play-throughs rerolling to get worlds with A) large populations (for ruins), B) open air farming, and C) hostile aliens.

However, given how intricately designed and interconnected the parameters of the planet generation are though, I imagine it might be difficult to disentangle it. After all, trying to set a slider for hostile aliens in the biosphere phase when you already rolled up a lifeless moon might cause issues.

My suggestion would honestly be to go in a direction somewhat like Dwarf Fortress. Offer an alternative map generation option where you only have one menu, set desired parameters and weights, and the game automatically rerolls maps until it gets one that fits.

You want a Colonisation Population of 5 Billion?
5000 Million?
Aka, "Earth, without the ability to go anywhere else"?

Those are colonies, not current day Earth. Why would that many people intetnionally go to and stay one planet, when there are literal thousands others to choose from?

No wonder you got issues generating a world that far of "what the game was designed to handle".

vendayn generated a planet populated with 20 billion people before the Dissolution War though. (There's even a save file available at bay12forums if one wants to check it out. Very nice megalopolis ruins.)

The thing is, the forefathers of the Galactic Republic spent 1 000 years preparing for their revenge against the Terran Empire.
Apparently they used some planets as breeding grounds for manning their troops.

I heard someone mention that really extreme rainfall (in the meters/year) can cause this. So I asume that is simply a bug of colonisation population to be based too much on Rainfall, not enough on other factors.
And the planet is a giant tropical rainforrest.

If it takes that long to happen, it is save to asume it is a bug - not a feature.

Edit: Ironically just after writing this, I managed to get a Siwa with 3.6 meters Rainfall/Year without a single re-roll prior to colonisation.
