So as Axis I’ve cut off Leningrad, which has a tough fortified mech unit in garrison, from any form of supply and communication, including linking up with the Finns east of Lake Ladoga. Is Leningrad a source of supply by itself for the garrison, so I need to dig it out through assault, or will it (eventually) wither?

You need to destroy it because it is a source of supply.
