I wondered if there was a mod (or one could be made) that shaded the map like in War in The East, where it shows the Axis/Allied controlled hexes? I know TOAW can use a line to define the frontline (or the Nation's flags), but I find it harder to distinguish areas of control. I don't suppose anything exists out there?

No there isn't. A Flag Mod is interesting because that would work, except it doesn't cover the hex, it only covers the area of the flag [[;)]

Could the 'flag' be enlarged to cover the whole hex perhaps?

I see you are thinking like a modder, perhaps even a scenario designer at heart. But the answer is no, because the flag is allowed a certain amount of pixels on a grid of flags, and those are not enough to cover a hex. So if you make a flag bigger, it will only cover other flags [:(]
