But apparently the political bonus multiplier makes a difference - since about the midgame on I've not had less than 60 PP at the start of the turn after spending on decisions. I've had a long run of blowing vast amounts of PP on wargames, cabinet meetings and governor's conferences to boost my leaders simply for lack of better things to do with it.
