As the title says.

If a planet is fecund, fertile, with ample rain and a glorious wonderful atmosphere, good gravity and the occasional 19 meter long shrimp-analogue apex predator with a combat stat higher than most post-apocalypse tanks, and it's been settled for 1500 years or more, there *should* be billions of people on the planet. God knows we went from 2bn to 8bn on earth in a fraction of that time just because we had modern agriculture and medicine - and the Galactic Republic era has more of that, and better.


TLDR: Please give me my sprawling megacity ruins back, fighting over control of them for the huge value in materials (and cool galactic republic era zone improvements like the cloning facility) is hugely fun.

The problem is, that the plentifullyness of ruins changes the entire game balance. Maybe if there were no other fuel, metal and rare metal sources left? All the easy depots having long ago been used up to build the cities?

Given that the AI is borderline incapable of putting up a good fight without massive, easy access to all resources, I actively want this change in balance. I want to be able to enjoy the wargame side of the game instead of just slowly rolling over the AI with just siege infantr armies.

If I wanted every game to be a resource hardscrabble in a miserable hellhole of a planet, I wouldn't spend three hours rerolling planet gen to get that one perfect shining jewel of a planet where billions could live. Sometimes I just want to go hog wild on the scavenger-king type of game.
