Strategem reads: Economic bonus points +2500.
Could not find such parameter anywhere in manual. What does it do? When activated says "production bonsu" but also not clear what it is.

I looked in Reports > Overviews > Bonuses and Feats Overview. That is not listed.

From today's patch... but not that either.

The help encylopedia in game provides no more details, other than it is a Faction Stratagem that needs Regime Feat "State Companies" (Government-50). It Costs 5 points.

Manual says the same. No "Economic Points" mentioned in the manual.

In 1.3? Nothing. Public Economy Bonus it uses to affect anything is bugged. This includes other sources like Cult and Government Profile too.

In the current Beta? Bonus to IP, Machine and High Tech Production in public assets.

"Economic Bonus Points" got renamed to "Public Indistrial Bonus".

So in 1.0.3 strategem does nothing. Will be fixed in next version probably?

It already is fixed in the beta. Wich will become the next version soon-ish.
