So I got the democratic options to stage referendums, but the only thing the card says is that the governor needs to make a fairly difficult roll to win the referendum, with no mention of any other effects. Given that the only way to make the roll reliably winnable is to have sky-high happiness in the first place, I'm not really sure why winning a referendum gains, nor did I notice any real changes after I made the referendum. Anybody got an idea? My best guess is that it's NOT intended to be won and it's supposed to be a way of firing governors without eating the seniority relationship penalty of firing them.

You are absolutely right. Its use is to get rid of a governor of a zone without you suffering relation penalty with him/her. The governor has to fail the roll for that to happen. If the governor wins all nothing happens.

It's probably meant to be similar to the Assassination strategem for Autocratic regimes, yeah.

In that case, it might be a good idea for the card to more explicitly state its effects - at the moment, the card's text seems to suggest it's a positive bonus for the governor somehow and the mechanics text doesn't make clear either the results of winning or losing the referendum.
