When I read that in the manual, I understood it as "you get a modifier that goes from from -20 at 0 to 0 at 50 to 20 at 100, i.e. 0.4*(relations-50)", but it can be read the way you did it. Perhaps it would be better formulated something like this: "Getting the best out of your Leaders' Skill Rolls means keeping their Relation Score high. They receive a base modifier of -20 to the Skill Rolls at 0 Relation Score, and every point of Relation Score grants a 0.4 increase to this modifier. Thus the modifier becomes -10 at Relation Score 25, +0 at Relation Score 50, +10 at Relation Score 75, and it reaches a maximum of +20 at Relation Score 100."
