To unlock higher building levels, you'd have to increase the city's population until the point where the governor tells you you can spend Political Points to upgrade its level (see manual section 5.3.3.1.). However, if your city is already level 7 - more than 550,000 population - you've already reached the maximum. Then it's high time to found new cities. Creating a second SHQ is more of a fringe case, such as if your world has regions separated by mountains and the cost to build roads or rail through them ends up being prohibitive. In some games, provided your logistics infrastructures are solid enough, you wouldn't even need to create a second SHQ. The bigger the world and the rougher the terrain, the less true this rule of thumb is, to my knowledge.
