Game: 1939 Race to Victory
Mode: Single Player, AI Axis

Situation:
1) USA entered the war early, before the Japanese Oil Embargo started,
2) Japan has the Port of Haiphong in Indochina,
3) Indochina has a Diplomatic rating of 15% towards the Japanese,
4) USA has answered the Decision Event to send Supplies to China via the Burma Road,
5) It is now November 1942.

Problem: China production is not being increased via the Burma Road. There is no listing in the Production summary indicating this and the China Production is around 160.

Hi Steven

It looks as though this is because the Axis have not taken the rest of Indochina, as for the Burma Road to function, it is set so that Hanoi has to be in Axis hands.

It must be a rare game where the Japanese don't take Hanoi, which is probably why this hasn't come up before, but I will consider changing it to Haiphong Port instead. I think that will work.

Changing to Haiphong would solve this Burma Road issue.

Just a note: In this game,
1) Vichy joined the Axis forces immediately,
2) AXIS violated the USA Shipping zone for many turns,
3) Spain was influenced to join the AXIS thus USA objecting to AXIS being close to Gibraltar,

All these events contributed to the USA Early entry in the game, and resulted in a low Indochina Diplomatic rating.
