Militia not recieving equipment replacements

I've noticed that my early game militia seem to never recieve any replacements for any of their non-infantry components that get killed. All the Irregular Arty/Tanks/Buggies/Trucks never seem to get replaced, even if they have a plentiful manpower/equipment pool in their origin city.

Yes they're not good at replacing at all indeed.
