I believe you need to be at 6 and above to get maximum reinforcements, action points and upgrades.

LVL 5 supply will get a HQ up to a 10 and distribute full supply. If it is all an HQ needs then it should be enough for any unit to get to a 10. I always thought this was how it worked before but i am getting older....

Plus air units have some other criteria for reinforcement that have to do with being connected to an HQ which I can't find at the moment. I must be getting older too. [:D]

I do remember the supply rule change about the aircraft. I must have missed the ground unit part. I'm pretty certain that supply level 5 used to get a unit to strength 10. I wonder what I'll forget next week :)
