In other instances, especially if a system has been down, shut off for a time, Windows will "phone home" to Microsoft for this or that obscure purpose, driving disk usage to a persistent 100%. Occasionally it is some other non-Windows culprit, like your anti-virus software typically. Beware also of having your browser open with too many tabs, one or more of which may be hogging CPU due to some buggy JavaScript or something. And so on and so forth. Windows is a multi-taking OS, with dozens and dozens of background services. You never know when things will go crazy on you. Usually but not always, a system reboot will solve issues such as these.
