Regarding MGs hitting tires or radiators; they do, but it's called transmission or engine hits. If the armor is lower than the HE value of the sniper rifle, then it can get that kind of critical hit too. However, that doesn't answer how snipers kill tanks.
The short form is that the game gives them a small chance of having an AT grenade, molotov cocktail, or similar weapon on hand. If they make the roll to have one, then that random unlisted weapon is actually doing the damage instead of the rifle. If they don't, they do no damage.
Although this isn't going to help snipers, I've noticed infantry units that are too suppressed to launch close assaults attacking inbound armor with all their weapons as if they weren't adjacent. Since the chance of hitting with molotov cocktails at one hex is generally much better then the close assault chance, this rather helps them out...
