I had the decision generate where dissident elements inside a minor regime offered to rise up and assist me in conquering the minor. I accepted their offer, encircled their city to cut it off from the rest of their territory, then declared war and ended the turn. During the turn resolution the rebels spawned as expected, except they spawned in the city hex right on top of the minors units. The rebel units and the minor units proceeded to fight until one side was completely eliminated. This was coupled with multiple overlapping battle sound effects. I loaded the end-of-turn autosave and ran the turn again to the same effect.

I can provide the end-of-turn autosave, though I can't link it in this post as this is a fresh account.

This combat sounds like what this rule was made for:
"Attackers always capitulate when combat round 30 has been reached. This can happen in very rare occasions like with the so called “rebel combat”."

Well, it's not so much them fighting to the death as it was where they spawned and the repeating sound being played I was concerned with.

Yeah, I had something similar happen in a PBEM that I took over. The rebels spawned in the city on top of the existing defenders. I moved them out (as I didn't want to find out if it would crash). I still took control of the city, only to lose it again immediately.

IIRC, the newly conquered city then immediately became a new regime (because the old one had stopped existing) and I had to declare war on them again (this was a few days ago, so not 100% sure of this).
