I can play 'Hero of the Nation' on a person who already has it. If I do so, nothing happens.
I think it should be made impossible to bestow someone that honor if they already have it.
Besides, if you do not check you may well be under the impression you actually did something (except waste PP).
Edit: Hero of the Nation should probably be playable on the Secretary/executing personnel member him/herself, just like the Medal of Merit.
