The Italians have been surrounded in the Tunisian fort for more than a year. They have 268% effectiveness. I suspect that air supply is the reason why. Not to 268% and he is out of supply. There was a logic problem in the formula when getting air resupplied.

And it is possible to reach around 110%, but not really more, within couple of turns. I think this is great to plan an offensive with some particular units. A kind of ammo stockpile simulation. You can oversupply to a point but not 268% lol I think 110% is the max
