Why Red Air force is so cheap compared to the rest of the world?

Air superiority group = 180PP (250PP for the rest of the world)
Ground attack group = 180PP (250PP for the rest of the world)
Tactical air group = 220PP (300PP for the rest of the world)
Strategic air group = 400PP (same than the rest of the world)

Jusk asking.

Yak 3 was pretty good but true it was introduced in July 1944.

The effectiveness of an air force depends on a lot more than the type of aircraft, and that applies to any other area of military prowess. The French in 1940 had more and better tanks than the Germans.

To use a perhaps less well-known example, the Italian fleet in 1940 was much better than the Royal Navy on paper. For example, although the armour on their big ships was thinner than that on their RN counterparts, the Italians ships were much better protected because the quality of the metal used was so much better. What they lacked was the training, morale and leadership of the RN

I don't think Russian planes suck that bad as for justifying such a different PP's cost.
