The effectiveness of an air force depends on a lot more than the type of aircraft, and that applies to any other area of military prowess. The French in 1940 had more and better tanks than the Germans.
To use a perhaps less well-known example, the Italian fleet in 1940 was much better than the Royal Navy on paper. For example, although the armour on their big ships was thinner than that on their RN counterparts, the Italians ships were much better protected because the quality of the metal used was so much better.
