Some people aren't happy with the OOB system and want greater control. I have an idea about how to offer more control within the spirit of the game. Let player usage influence the odds of discovering mixed OOBs and have pure OOBs discovered automatically upon model design of the base type.

What do I mean by player usage? Let's say we are starting very early game an have a leg OHQ with two auxilliary buggy units. This should give a chance to make a heavy recon infantry OOB, with something like 6 infantry and 2 buggies per battalion. OHQ high command skill could be treated like an advisor for the type of formation led by the OHQ.

Bikes could be an infantry transport option only available for infantry, MG, and RPG maybe up to combat armor. Other transport options would be motorized or mechanized. Instead of being a separate OOB, transport option could be a checkbox for infantry units (including artillery or AT). Before a transport option could be used in an OHQ it would need to be discovered through use of an auxilliary unit using the transport option. Yes, this would enable a brigade of 6 bikes / 2 buggies battalions roaring through the wasteland.

Actually, I'd offer a different option;

Let OOBs be constructed by the player with a similar system as model design, with updates required in the OOB after new models become available to incorporate those models. Updates should probably be cheaper than completely new OOB layouts, but sufficiently different models should also increase research costs for the updated OOB. I mean, if you swap one model in an OOB for a new one whose only difference is a fancier gun that uses the same resource it would probably not be a big deal, but switching an OOB from infantry only to infantry, machineguns, artillery and RPGs should probably be a good deal more expensive, even if total manpower dedication remains the same.
