I've got a ton of them and use just a few like the recruit ones when I have a job opening and maybe the instant money. I keep piling up cards. Am I missing something?

Depends, if you have the right stats for your government like Mind or meritocracy or the others you can get some interesting cards.

With mind if you get to 90 and above you can get a 5 PP card that instantly gives you a research type, not researched but discovered. Go in the Mng tab and check the profiles out.

I use the spy's a lot and the minor and major strats a lot.

I use them all, as warranted by availability & situations.
I find the ones that allocate credits to the private sector are excellent, for example.
The army enhancements are nice, the Walker/Sentinel is great early (or anytime for that matter), Co-vert is always an active endeavor & on & on.
Even the 'red cards' can be worth the risk when Fate Points are needed.
Sadly, some go to waste per each 'zone', but such is the...benefit of generating plenty of cards.
Not sure about the higher difficulty settings per the generation process...will cross that bridge if & when I try it. [:)]

Only four types of cards are dead weight for me:
1) Cult unit feats. I maybe wrong here but IMHO cult feat will take a slot of "normal" feat. Need to test it in fact, but I'm lazy :P Most of unique unit feats seems to be useless (and to dangerous to use as don't have any tooltip about their effect).
2) FP cards "build X commercial building here".
3) Tariffs card. Because - WHY?! They could have their place if we have open trade with every regime, but minors don't live for long & majors are unallowed to trade with you by default.
4) Major diplomacy cards are mostly dead weight. Usually you have 1-2 majors in a nice position to became your temporary allies. After it such cards are mostly useless.

I would really like clarity on this, since i usually distribute all of those units, given the morale improvement.

I stockpile them and then use as needed. Better to have too many than not enough. I tend to give small sums to leaders to make them happier, give out the free perks to units though I'm not sure how much if any that helps, do various economic things for zones, raise taxes, and use a lot for trying to entice minors to join my wonderful empire. Later in the game I do a lot of spying and have used cards to create rebel units inside opposing majors to some effect. What I have never been able to do yet is to entice a major to ally with me. I always to this point get told that the faction in power doesn't do that sort of thing.

The Supreme Command Council only producs a very limited subset of cards from each proper Council.
And some councils produce very few Stratagems themself.

Especially try to get the councils that generate the cards you unlocked via the Profiles. Those tend to be minor gamechangers.
