It's 1939 & USSR claimed Bessarabia. Germany allows claim but then denies territory changes for Rumania, Hungary & Bulgaria. So next couple of impulses Rumania fully aligns with Germany & USSR decides to align Bulgaria. Germany & USSR are not at war but Poland still exists.
My question is why does the Turkish resource no longer get to Germany through a Bulgaria it is at peace with?
The rules say the controlling major power (if there is one) can allow or deny transit. Since USSR and Germany are on opposite sides the game probably assumes transit would always be denied. It certainly would be in the board game.

Have you tried moving it through a Black Sea convoy?
