Struggling to understand this concept. Is there a discussion on how to use somewhere other than the few lines in the 1.04b beta notes?

What do you mean "how to use them"?

Pull points are emited by anything that needs Logistics. The decide wich direction logistics flows.
Pull points replace managing Logistics via traffic Signs.

Oh, so I have both traffic signs and pull points and can't figure out what to do / what I am doing ...

Usually you do nothing. That you got nothing to micro-manage is the point of the whole pull point system.

This is only in the beta, then? I've been playing the 1.4 version of the game, but I've never even heard of "pull points." I just wanted to be sure it's not something I've missed. [:)]

Except playing the beta I find that there is still management to be done, including roadblocks. But I'm not complaining. I'm one of those fools who actually enjoyed the intense management of the logistics system in the non-beta game, though I have no problem with the pull system being created and perfected in the beta.

Roadblocks are mostly just for fine-tuning the excess LIS for strategic movement/ Unit creation. It can run OK without roadblocks.

I don't think that is always true. In my last game played with beta .08/.09, I had to do one reorganization using roadblocks before starting an offensive in a zone I had conquered from a major power. Not that I minded. I definitely used fewer roadblocks than pre-beta, but I had to do a good bit of work once I got into the spaghetti network of a major.
