Most councils are only or at least primarily about Stratagems. Stuff like Prospecting, Research and Model design are the exception for councils - not the rule. Zone Recon is described under 5.14.2.2 The level goes from 0 to 30. Minimum of 1, if you border them. +10 for Protectorates** +20 for Clients** +1 for every 10 Regime Recon 1D4 for every zone Spy* ** *Note that as the number of dies incrases, average results become increasingly more likely. if you got 10 spies for 10D4, you propably get a solid 25 every turn or at least very close to it. **Note the additional effects on Regime Recon, wich also grant you more Zone recon in return Regime Recon is defined in 5.14.2.1. It goes from 0 to 50. Spies in their Zones grant you 2 times their number in Regime Recon (so every 5 Spies you also get more Zone Recon, via the +1 Zone Recon/10 Regime Recon Rule) But the big deals, are definitely Diplomatic deals! They can give you a ton of Regime Recon, wich also translates into Zone Recon At a high enough level, you start getting card free "Support Faction" events. Note that the AI does not follow those rules. Example 1: If you send 5 spies into the single Zone of a Regime: Regime Recon is at 10. So you get most of the possible data, but at a poor reliability Zone recon would be: - 5D4 from spies - 1 from Regime Recon So anywhere between 6 and 21, with a strong trend towards 11. That means you get: - the Borders of the Zone (from Regime Recon). Wich is superseeded by propably having Recon 1 on every Hex. - The 1 Recon would mean that any unit not in a terrain with Hide Points would be known to you - At least Recon 1 on all Bordering Zones - you can play Startagems on the Zone and all bordering zones Example 2: You got a spread out major, 5 Zones. 10 Spies in their Capitol Zone: Regime Recon is at 20. Zone Recon (Capitol) is: - 10d4 from the spies - 2 (from Regime Recon level) So anywhere from 12 to 42. With a strong tendency towards 27. On a good roll, you can actually reach the top Zone Recon level, for 100 Recon on every Hex (meaning not even with Hide Points, units can escape your sight). Zone Recon (non-Capitol) is: - 2 (from Regime Recon level So you can target them all with Stratagems, and you know their Governors (AI majors afaik do not use any). But you do not evenget 1 recon on all nearby provinces Example 3: You got a Client State, no Spies, no further deals. Regime Recon is 40, because you are their Overlord. You get most data and at a almost perfect reliability. 5 Spies and you do get perfect information! Zone Recon is: - 4 from Regime Recon - 20 because it is the zone of a Client State 24 total. So you got almost perfect information. Some allied units hiding might escape you, but otherwise it is almost perfect. 3 Spies and you propably hit full 30 every turn, so perfect information.
