My favourite for "complex but manageable" operational games might be Decisive Campaigns: Barbarossa. The counter pushing might be nothing very special but it is my favourite because it adds this which can make other wargames look absolutely bland after experiencing it. I still waiting for others to pick up DCB´s fantastic elements. I understand that a lot of people enjoy Barbarossa, but personally I found the "narrative, relationship, decision, dilemmata, and roleplaying elements" to be superficial, repetitive, and extremely annoying. Nice idea, but one that is extremely difficult, maybe impossible, to execute well at this point in game development.
