Again, game was started in 1.04b11b

In every my zone but latest conquered I have growing amount of Eternity Movement (natural level > current one) despite their cult strength is lowest one.

It's also dominant cult in all zones but recently conquered (9 zones out 12), despite being suppressed since ~turn1.

I can't call it "randomness" if it overweight more then 2 times difference in faith strength over 50+ turns. Something is definitely broken here.

The strength level of the Cult is a modifier of the natural conditions for the Cult.

In case of the Eternity Movement they get boosted by:
*Low Unrest
*Low Danger
*Low Fear
*Low Crime
*Low Casualty Rating (compared to other major Regimes)

Or in other words: if conditions are comfortable, this Cult is doing well.

However I'll take a look to fine-tune this when back in office 25/8

Eternity Movement natural conditions will be tuned down a bit in beta2.
