New maps need to have all the data entered. Some can be imported.
Are you trying to make just North Africa or literally ALL of Africa and just Africa. Detail what scenario you want to make.
if it is 50km per hex you would be possibly better off opening the Europe 1939, saving it under a different name, then clearing out the map and then importing the map. All the data for 50km is already there.
OR you can clean slate, import the map, import the data, then manually enter the differences side by side with the Europe game.
