Hello,

Minor can take our assets by wandering in or near it, without declaring war.
But if you want to retake it, you need to declare war, even if said asset is still empty of troops.

I think it should be changed to be the same rule for minor and us.

Very strange. I'd retaken assets from minor without war. Are you sure they don't have a troops here and you simply lack recon to see them? Because usually minors never leave assets unprotected.

I am also prohibited from attacking a minor without declaring war. I assumed it was due to the minor being a protectorate or client of another major (but I'm not sure of that). Is it possible, Titi44, that it is the case for you?

Majors repsect each others borders by default.
Minors and Majors only respeect each others borders after a peace deal.
Keep in mind that another Major can gobble up terrain, after you lost it to a minor.

However, attacking enemy units of course still requires a war declaration. The exception is, if you did not see them (then you get ambushed, without war being declared).
Without a screenshot, the best asumption is that you try to attack troops - not just any random asset holding hex.

I hadn't really thought of this until just now but is there a material difference regarding DoW with respect to freefolk vs. minor forces? There probably is.

I have been having running battles with freefolk marauders without DoW right along. When I finally came across a unit of a minor regime and a DoW was required, I just assumed it was due to some major power's complicity.

Rethinking, I now suspect attacking a minor nation unit (but not occupying their territory) always requires a DoW even if they have no major power entanglement. Is that the case?

"Freefolks" aren't minors, they're part of Independent forces. You are leader of nation, you will not negotiate with bandits like them. So no diplomacy with Independents.

Yes if this unit is visible to you. You could "attack" them if they're hidden from you (for example - in forest).
