Early game you need to prioritize 'Discovery' in research.
Once you get what you need/want you can then slide towards more 'Research' & less 'Discovery'.
It is a timing thing & forces you to pay attention to it.
As stated, once you complete research in any 3 techs in a particular block then other blocks will open up.
I, generally, set 'Discovery' between 80 to 100% early game & adjust accordingly as the game/research progresses.
I will add, if you do miss particular tech early it will still have a chance to get researched...just not when you may want it to.
All basic techs will get researched in time.
At least that is my experience.
