There are good reasons to have fast artillery on, such as having the game move quicker. If there's a lot of artillery involved, it can be a looooong barrage. (Some scenarios start with a barrage, and they can take forever!) On the other hand, with fast artillery off, you can sometimes see where the enemy fire came from. (And get to hear all those lovely explosions.)
I've never noticed that the damage is any less with fast artillery on, nor should there be.
Never ran into the soundtrack and weather sounds thing, since I always keep them off anyway. (They distract me.) As for the explosions not going "boom," they're just happening too fast for the sound, that's normal.
