The rail station in the capital seems to be dropping a 0 on the rail points it sends out.

Are you sure there is a railhead or other railstation somewhere out there?

Seems like only the 10% (without connecting railhead) is being sent out.

Absolutely, as you can see in the screenshot it is receiving rail points from other stations on the line which are functioning normally.

What I've noticed is that is sometimes (often?) necessary to switch to the preview logistics view twice in order for the calculations to be correct for rail points.
