Question: I’m launching RCM Halifax and Wellington’s to suppress radar for Bomber Command but the ranges of these are incredibly short. You can barely get them into France and The Low Countries. Regular Halifax and Wellingtons can easily reach the Ruhr. Is there a historical reason for this?

Bomber Halifax could hit Berlin, not sure about the Wellington.

It could be an attempt to limit their flight over enemy territory, their electronic equipment would be top top secret. Maybe the game cant restrict the terrain they fly over but by cutting the range they achieve a similar effect.

But I get at least the Halibags over Kiel & Hamburg, maybe they are based in the northern airfields.

The Wellington RCM has a lower cruise speed than the Wellington bomber so it is not covering as much ground as it's bomber brother even though both have the same endurance. The Halifax RCM stats are pretty much the same as the Halifax II bomber, but with less endurance, hence a shorter range. These aircraft were never meant to be deep penetration intruders. The idea was to waltz into Europe set up an electronic smokescreen to hide the numbers and direction of the main force bombers from the LW and hopefully come through the screen unseen, giving the defense little time to react. Great theory but in practice it was pretty much a hit and miss situation.
