Is it possible in the editor to set units to not breakdown?

Not yet. Unless you use the section/squad icon instead of any other. That's the two dots at the top of a unit. So if it's division and you don't want it to break down make it a section/squad. Not very appealing to the eye but it works. Some have edited the section/squad icon to look like division or whatever.
