If this happens, it's for CMSF2 has an old engine:
[using Windows 10] Go in Property of launch shortcut, Compatibility tab, click on "Modify high dpi parameters", thick the bottom, choosing "Application".
Then you may need to actually choose the ingame 1024x768 display option, as the tiny writings were made for this...
then, if you have a 16/9 monitor, you can go in "display size.txt" file in the game directory, and change "1024 768 0" by "1366 768 0"...
