What can you do to improve the speed of research? I know that there are the budget sliders that let you control the priority between research vs discovery, but is there anything else you can do besides that? I guess you could try to get more BP to put into the research council's budget, but are there any good cards you can get or anything else that can help?

Having highly skilled people with good relations run the relevant councils helps. There's regime feats in the Mind regime profile that give big research bonuses, and Government regime feats can help you produce more BP to invest in research. Universities you build, as well as crashed spaceships and abandoned mechs you can find on the map also boost research (with diminishing returns).

If you have a leader with high science skill it will really improve the speed of research, also there are some hexes with perks than help with research like old walkers or spaceships

Good relations with the director can be up to a 50% bonus. Highly skilled directors can be another 50% bonus. Universities add a significant bonus. Hex perks (either normal on map or deployed via fate points) can also provide a significant bonus. All of these bonuses add up.
Budget should be gotten up to 100 BP as quickly as possible. After that, there is a significant drop off (but still worthwhile to invest).

As I play on slow research setting, which can be toggled in the setup screen before you start the planetary design; how did you, OP, set up your research speed?
