Continuing my solo game before jumping in to PBEM. I assigned Rommel to an HQ earlier in the game and then later built the Panzer Armee Afrika HQ. Doesn't seem to be any way for me to re-assign Rommel to the Afrika HQ and move that general to the HQ that Rommel is currently assigned to.

The only way would be replace Rommel with another general first, and the deplut Rommel in PAA HQ. But that can be expensive in command points.
Alternatively, you can rename the HQ's [;)]

Why don't you just switch the names of the HQ.

Got to watch those name choices, they give away information to your opponent.
Name all your HQ's generically.
Name you infantry Corps as divisions. Screws with the enemy's mind.[:D]
